NARC organizes planning conferences for the first map exercise it has held since its establishment

The planning component of the capacity of the North African region has worked since the decision of the Council of Defense Ministers of the region to gradually activate the capacity of the North African region to take the necessary steps in order to implement that decision, as well as to raise the pace of work in consultation with the member states. Accordingly, the planning component with the capacity decided to prepare for holding the map exercise By the end of the year 2018, and planning for it will start as of May 2018. The component coordinated to hold the preparatory and preliminary planning conference and the President in Tunisia continuously (due to lack of time) during the period from 23 to 29 November 2018, provided that the final planning conference will be held in Algeria in The period from 24 to 25 December 2018, and the exercise will be carried out on 26 and 27 December 2018.

The purpose

Planning and preparing for the Al-Kharbata exercise for the region, which will be implemented in Algeria during the period from 23 to 28 December 2018. It also aims to train the planning team in preparing and processing documents for the exercise.

Participants

Members of the permanent components of the capacity (the planning component, the headquarters of the brigade, and the administrative rules, including the civilian and police component).

Opening words

The conference was opened by the Deputy Head of the Planning Component, with a speech in which he welcomed the participants and guests who attended the opening ceremony, headed by Mr. Pam, Head of the Peace and Security Support Operations Division, and Mrs. Mary Horvers, delegate of the European Union Mission to Libya and responsible for the file of the ABSA support program, then the Executive Secretary of Capacity delivered a speech in which he welcomed the participants He summarized the various stages of the exercise, stressing its importance as it is the first exercise implemented by the region, wishing success and success for the work of the conference. After that, Mr. Bam delivered a speech in which he expressed his happiness for his attendance of this important activity for the region, which he considered a step towards activation. He praised the spirit of work and enthusiasm that would push the region forward, wishing success for the work of the conference. He also emphasized the support of the African Union to the region in his capacity as Head of the Peace and Security Support Operations Division. Conference Methodology

    The conference was divided into phases as follows:

  • The preparatory conference was held from November 23 to 25, where the strategic planning team prepared and discussed a draft of the idea and concept of the exercise, prepared the necessary documents for the initial planning conference and the president, and coordinated the administrative arrangements for the participants.
  • Initial Planning Conference: Held during the period November 26-78, 2018
    1. The results of the preparatory conference and the practical aspects of the exercise were discussed, and the participants were divided into six teams as follows:
  1. Strategic Team: Supervising, distributing tasks and assisting in preparing documents, including strategic documents for the exercise.
  2. Operations team: Prepared the idea of operations, developed the scenario, and discussed incidents during the course of the exercise.
  3. Control team: Take over the control and management of the groups during the implementation of the exercise.
  4. Scenario development team: has studied the proposed scenario and developed it in line with the objectives of the exercise.
  5. Evaluation team: Prepared an evaluation plan for the exercise, recorded observations, and prepared the initial report.
  6. Communications team: Prepare the communications plan for the exercise and supervise its implementation.

Conference results

After six days of continuous work and serious and extensive discussions, the conference produced the main documents for the exercise.
